who has to file a new york state quarterly tax return?

I am considering starting a vending business and think (from what I could glean from the new york state sales tax publication) that I will not be responsible for sales tax bc/ nothing I will sell will be for more than 75 cents. What I can't find anywhere is: will I still have to file the quarterly tax return even though my tax liability will be 0?
