Nothing as deep or as complicated as that, David.

Take another look at the photograph:

Obviously this dog is a very important presence in Mr & Mrs Chirac's lives.
Possibly they compete for his affections, even?
Which could go to a dog's head & cause him to be rather nasty
& bossy at times - all that power & all ....
He obviously thinks he runs the show!

U diagnose megalomania ?

Sorry, joefrom, I was drawing on memory -- which apparently is muddling him with the mother-in-laws formerly vicious (now exceedingly restful) Westie, Wesley...

But same goes for poorly trained Scotties...

The dog could be suffering from Seasonally Affective Disorder. It does manifest itself as the dark Canadian days (post Holiday )begin to drag on. This can be treated with excellent results by just taking a week or two in the tropics.
Canadians, usually a good natured species, become irascible and often say nasty things to telephone merchandisers during this time of year. Sadly, a dog is only able to display his SAD by taking chunks out of the nearest person.

This will probably abate just as quickly as it began, once the daily light budget is increased to near 50/50. SOmetime around early March.

I wouldnt have the dog put to sleep just yet.
