Try this: Turn off your cable/DSL modem or residential gateway. Make sure you power it all the way off, and unplug the power for at least 30 minutes.

If your IP still doesn't change, try powering off for longer and longer periods. You need to stay unpowered long enough for someone else to pick up your IP.
