tsar and olga, Yes, a rebel. An anarchist. But the sign is idiotic. Are birds now interpreting human symbols? Oh, I'm banned. I'll show them. I'll sit on top of the sign.

Sometimes such signs might mean "do not feed the birds" (& encourage them in this area).
Aimed at humans, of course.
We have them at my local shopping centre, aimed a humans who feed the pigeons.

I think the tsar & I we responding humorously to the photograph. Nothing too serious.
