Hmmm... Let me throw this out there and you can investigate it.
There is a 109D standard in the telecommunications business that deals with sending dual-tone frequencies down a telephone wire.
Depending on the date the standard was established that could lead to two possible answers that might fit your clue.
AT&T developed the major dual-tone devices from about 1935 onward so that could be one possible.
But AT&T stands for "American Telephone and Telegraph" and that telegraph part might be something too. The 109D standard may have come from earlier telegraph standards. AT&T wasn't really known for telegraph service - they made equipment for it but didn't really run much of a "service".
Western Union on the other hand, ran a huge (i.e. "famous") telegraph service so that would be my other possibility.

Routers is wrong.
"wire service" = news service.
Try
Reuters.
