Help with understanding cryptics.

I have a question in regard to understanding a cryptic.

Head of police tacked on a type of cell. Answer is padded. (I think)
PA?D?D.

I get the padded cell part but how on earth does the Head of police bit fit the answer??

Head of the word police refers to the P, the first letter in the word. Tacked on refers to added. P + added = padded, which is a type of cell.

Of course it sounds simple. You gave me the answer. All I had to do was backtrack.

I haven't done a cryptic in a while. Thanks for reminding me how much I enjoy them.
