The placement of the articles, a, an and the, in cryptic crossword clues seems to be bound by strict rules but I can't glean them as a mere occasional crossword solver.
Here is a clue from the cryptic crossword that appeared in the Age newspaper on 17 October:
1. How to prepare gift to complete business? (4,2,2)
WRAP IT UP.
My question is, why isn't the clue: 1. How to prepare a gift to complete business. (4,2,2)

I think you're reading too much into the use of articles for this question. It's just a pun and the actual letters used aren't important (it's not an anagram or any other 'letter' play.
