Ignore it, would seem to be the obvious answer in this day and age. Maybe not even open this sort of email in the first place?

It would appear that you attempted to sign up for some sort of email notifcation feed from the U.S. House of Represenatives.

As is typical with many email subscriptions services (which is what the "LISTSERV" indicates it is...), when you sign up they send a verification email to your acount to ensure that you really did sign up and that someone else didn't give them your email addy.

You didn't respond to the verification email within 48 hours so they sent you this email telling you that your subscrition request was cancelled.

If you relaly did sign up and want their newsletter then you'd need to go back to their site and sign up again. If you didn't then it would appear that someone else tried to sign your up without your knowledge and then system worked exactly as designed. You can just ignore it and you won't get the eamils from them.
