What is an angle of refraction when incident angle of light is 90 degree?

In this case light is propagating in the boundary of two media.
An index of refraction for m2 is greater than m1.
P.S. Dose refraction occur in this case?
Analogy here:
Think about a beam of light crossing into a medium of higher refractive index like a car driving off of a paved road and into deep sand. If you turn off the road at 30 degrees to the right, your right wheel is going to hit the sand first and the right side of your car is going to slow down relative to the left, causing you to turn further to the right and the angle of the turn to increase.
So, what happens if you leave the road at a right angle to the road's edge -- that is, what happens if you drive straight into the sand? Does the car turn either way, or does it just slow down?
