Foot and Mouth disease Britain

We have another outbreak of F&M disease in this country but the question is are we the most incompetent people in the world or are we the most honest and admit our mistakes whereas other countries have the same problems but don't admit to them?

In 1988 we went to the olympic games in South Korea where for a small amount of money you can get a supper of fried cocker spaniel with french fries and they dont have any food health problems?
