Hope this helps a little. For Netherlands language I think the answer could be Frisian.
Located, I come up with situated.. but that has one extra letter!
Someone will come up with the answer for you.

207a is FRISIAN
The 'I' in situated comes from AXIOMATIC (164a)

You need three to finish.
25d = roshi
13d = shift
31a = foley
Others have made the same mistake for 13d, it is not 'stint'! Hope this helps.

I thought something was wrong. Glad I'm not the only one who made that
mistake with Stint v/s Shift .
That completes Stinker lll but have just realized that I haven't completed
or even half finished Stinker 61 and not much time to do it in.
I told you I leave the Stinker's until last.
