Schools and PBNJ sandwiches (The Yard)???

Maybe somebody with school-age kids can explain this one for me.....

One of the new HULU shows is called "The Yard"; one episode describes blackmarket peanutbutter/jelly sandwich operations at the school and makes it sound as if a kid would be better off caught in possession of a full automatic weapon or a hundred pounds of cocaine than a PBNJ sandwich....

Is this something which only goes on, on the one TV show or is this a real life phenomenon in 2014??

Again this is called "The Yard". It's one of the funnier TV shows you'd ever hope to see.
