Yes that was him.
He had lost so much weight that he had to wear a "fat suit" during filming, at the time he was actually in farily decent shape. There is a blooper in the movie where the bottom part of the suit slips down around his ankles, but it's hard to catch...right after the rubber band in the mens bathroom scene...as the group leaves the building and enters a passageway.
There is a scene where they re-cover a billboard, when the are done they all take off running, Meat Loaf runs then slides several feet along the footrail, then shoots off the end. The only way that would be possible without causing severe abrasions/pain was the padding.
