cole porter certainly had a flair for good lyric
There are so many great lyricists, I would be loathe to name one as the best. Some that I have long admired are, Bob Dylan, Leonard Cohen, Lieber/Stoller, Chuck Berry, the lyrics writer fron the team of Lerner and Lowe, Cole Porter, Donovan Leitch, The Beatles, Paul Simon. Some songwriters only came up with a few lyrics worth noting, but some of those are gifted. Train Called the City of New Orleans is one of my all time favorite songs, and is the only really successful song written by the author.
Prince came to mind first....as he usually does.
Also, Gilbert or Sullivan.
