Internet - How can it be controlled to exclude terrorists?

The Internet has been very valuable to terrorists because of its characteristics of openness, the ease it affords for transmission of data by the bulk, the freedom of the sender to keep one's identity, its richness of data for profiling, its capability to reach a large number of audience, and the like.

Since the Internet is also being used for activities along terrorism, how could it be controlled in terms of websites?

"Control" and "censorship" can be very much alike.

Who would decide what content is acceptable?

Perhaps we need to work on controlling the mindless fear that would make such an idea seem worthwhile.

No control.
No exclusion.
No censorship.

Bring them in.
Show them.
Educate them.
Teach them.
Demonstrate to them.
Allow them to understand.
They can make their own decisions.

If they still want to be terrorists after that then shoot them in the face.
