Pc and Phone ~Not VoIP

Is there such a program that allows you to use your computer much like a standard telephone, using you currently active telephone line with your telephone provider? Basically, i want to be able to use my computer just like a would a normal phone, be able to call people, with the costs going though my normal telephone provider.

Is there such a program? I have not yet found one...
