Well, there's Google's SMS, which comes pretty close to being a "Universal" SMS General Information Retrieval portal. Still, to reach a particular party with a personalized message, and exchange interactive messages, as opposed to general information retrieval, the messages have to go through the participaitng parties' wireless providers. A wireless service provider which supports SMS generally will have a portal for the purpose on their website or linked to from their website, with further instructions appropriate to the specific individual service.
