How to Save the money in Sample goods transferring

Since I am doing international forwarding in Shanghai, I have found that too many clients wants to send their samples to overseas.

Though the quantity is small, the freight rates are so high for them to afford.

So, I would like to ask how to build such a service: with goods service and low price for them. How to coordinate all the related logistics services?
