Rolex is one of the only manufacturers that submits virtually every mechanical watch movement they make to COSC.
Shouldn't it be "one of the few manufacturers that submit" instead?

Rolex (...) submits
Your verb tense has to match the subject, which is the company, Rolex, which is singular. The phrase (only one of the manufacturers...) is irrelevant and just seems to confuse you.
