What is the best state to be homeless in for a single male in their late 20's with no car?

Best can be anything like benefits, the number of libraries, good weather etc...

Please no unsolicitated advice. Just give me your opinion on what state in the United States is best for a homeless person based on your experience or data.

I would live in California where it is mostly warm if I was homeless or lived in a tent.
