On my messenger, when I go to start a new message, it has a suggested people to message, question #1. How do these people get on this list? And at the very bottom of the list, there is a section labelled "following on Instagram"...question #2... How to these people get on list?

1. Facebook algorithm.
2. Do you follow them on Instagram??????? Maybe you followed them years ago and forgot about it. Seems like you already answered your second question.
