These property agents were found to have breached the code set by the CEA that requires them to ensure that no law, including those that apply to HDB properties, is infringed as part of their work.

What is the difference between "property agents" and "estate agents"?

It could be the difference between residential and commercial properties. But I'm not sure since the sentence structure isn't according to American law.

In the USA, people who sell buildings and land are usually referred to as real estate agents but if someone used the term "property agent" people would understand what it means. The terms may differ in other countries but apparently they are interchangeable in Singapore:

Where I live, the term "Property Agent" is used to describe someone who manages properties for owners, be it renting them out or managing repairs, annual general meetings, etc. Real Estate Agents represent buyers and sellers regarding sales and purchases of properties.

Yes, "Property Manager" is the usual term used in the USA.

Here, "Estate" usually refers to the assets of a dead person, which is why we specify they're Real Estate Agents. Or they can be called Realtors.
