Acknowledging that it is tiring for retail workers to be on their feet for hours, Ms Chua, the shopper, felt that there must be a place for staff to rest.
Can “a shopper” replace “the shopper”?

Unless there is a previous reference to Ms. Chua, "a" shopper will do.

This is on point, if the shopper has been mentioned before, it should be "the". If this is the first time the shopper has been mentioned, then it should be "a".
