A MBSP spokesman, in a statement, said the council’s licensing department started carrying out inspections on the water theme park since Dec 16.

1. Should it be “An MBSP” instead of “A MBSP”?
2 Should it be “has been carrying out inspections... since Dec 16." instead of "started carrying out inspections... since Dec 16.”?

The first one is one of style. Some would say that as M sounds like em it should be an, but others would say that thas e original word would require a the initial should.

It's down to the individual.

You're right about the second one, it should be either, "started carrying out......on 16th Dec" or "has been carrying out....since 16th Dec."
