Mistake call by officials

Concerning the Pittsburg Carolina game 12/18/22 There was a penalty against Johnson for taunting. 15yds, this was after a play that he gained a 1st down at the panthers 7, thus the ball now at the 22. how then could there be a 1st and 10. should this be a 1st and goal? I never saw a 15yd penalty end with a 1st and 10. I really need an explanation.

My husband says no, it should not be a 1st and goal - it's just a 1st and 10. The ball was never spotted on the 7 yard line. It was spotted on the 22.

When the ball is spotted and is put down, they move the chains, but since that hadn't happened, the call remains 1st and 10 at the 22.
