“Severe punishments for convicted offenders are important but not sufficient by itself,” she said, adding that there has to be other ways to help children from falling prey to rapists.

1. Should it be "by themselves"?
2. Should it be "have" instead of "has"?

You can write it this way:

“Severe punishment for convicted offenders is important but not sufficient by itself,” she said, adding that there have to be other ways to help children from falling prey to rapists.
