Teow was arrested in a police raid at MBI’s office in Dannok, Sadao on the Thai-Malaysian border on July 22.

I wouldn't. It used to be common to put a comma after each line of an address except the last line.

I would go with that, so no comma.

However, this is very minor, more a question of style and not really worth bothering with.

I would have answered "no" – but I did a search:
