Non payment of monthly community service on property

For the last 4-5 years we have paid our community payment (lights. rubbish collection, security guard etc) on our property without problem. However, before this we had financial problems and were unable to pay. We are now being asked to pay the arrears in full, which would be a problem for us. I was under the impression a debt can not be legally collected after a certain amount of years. How does it work in Thailand for community payments? What are our options?
