Well IDK what you mean by the "young" but if you mean by teenagers then you are foolish.
People are homeless because of their parents selfish choices and because the generation before them to do not care.
Many stay homeless because it is far more safer and when entering the workforce ( even my self ) they are shunned and discriminated via their
age
sex/gender
race
culture
Or some other factor. I have been to the "job center" before and have been in "job search". Many homeless people are on the first step of entering that situation. Some come from wealthy homes with wealthy parents and are only using the system ( cheating the system ) because they can ( and it works ). You can claim yourself homeless and still sleep on the couch of some sorta shelter. Point being "If your not under anybodies taxes then you are automatically considered homeless even if your paying rent.
That being said you have homeless who automatically gets public assistance valuing up to $700 dollars every two weeks, while other people ( like myself who applied ) would only get $90. Again we are talking about homeless.
That being said then their is jobs and training.
1. Most jobs being offered does not require any training but the fact you can perform various tasks.
2. Other jobs require training, certification, a license of sorts, or experience.
3. Finally Bigger and more reasonable works requires some level of education.
The biggest problem with going for a job is knowing the reason why you are doing something and it is not "just to have a job" which is usually the answer.
4. Beyond that you fail to get into a training program or even complete something so simple. They will put you into maintenance. This means a cleaner/janitorial/porter. Usually for me they had the options of
A. Police Station
B. Transportation
C. City related buildings
I took C, and was inside of a planning offices.( which the person interviewing me literally avoided mentioning that because they discriminated me based on my race/gender/sex/. What do I see? I see to $#$@ administrative morons giving us directions sitting around doing nothing all day long but playing games on their phones, while they came around and gave us various tasks to perform. While I was in another building where conferences took place and had to go through a scanner.
5. Again with training programs their are discrimination. Many training programs ranges from Security guards ( to those officers in prisons ) which you have to pay for training. Other has medical assistant ( those extra hands in a hospital that is not a nurse or doctor ), to even HHaides ( which it is illegal to have a male patient with a female aide ), even offering CDL training in which you agree to work for etc amount of years, and even possible driver license training. They even have some tech jobs ( where you learn MS-works all over again for infinity time in which they change the layout again ), Cyber security, and other related IT jobs. They even have food handling courses, to other licensing course.
Trying to go into the medical assistant room I was greeted with a yelling man, who was kind to them women but not kind to the men. ( again race, and gender discrimination ).
6.That being said their are tons of construction training related programs. Usually the most easiest being the PPOE training various OSHA fire training,
all to buy gear, and join a union to go on a construction site and clear garbage.
With higher up training ( mostly pay for ) being for the equipment and various construction arguments ( as construction relates to organize criminals and those types ).
7. There is training for being a solar-panel installer ( but again they target various ages and makes an exception due to lack of participants ).
8. Their is training for receptionists. Most I have seen are ex-cons, ex-gang members, to young mothers usually with multiple languages.
A. You get paid more for knowing certain languages and having certain licenses.
9. You have specialized high-schools for people with disabilities teaching them how to work with boats and airplanes.
10 You have
A. City job exams
B. State job exams
C. Federal job exams. ( my sister could have been an FBI agent if her former boss just had reference her. But they did not. )
Most of them requires
A. Licenses
B. Education level of 200 credits or more to almost any Bachelors or associates to even some accredited certificates.
C. Some mathematical, reading, writing exams responses.
It is not that hard to get them. The problem is that some of these jobs could put you into a high risk situation. The problem I have ( along with most people ) is the verbal abuse, to physical abuse , and doubt of what I study, or who I am .
They want to make fun of people for living clean lives and not being a follower.

Most of these people who are being classed low-income or homeless are
A. Ex-convicts old, young, etc. Some have children.
B. Disabled people who are classed as disabled.
C. 14yo mothers ( of course are over eighteen ) to divorcees, and separated mothers with young children on them.
D. People with debt ( at the time ) like myself.
They are tons of people usually mislead by women, or tossed out of their wealthy homes using the system because legally your homeless when you do not do your taxes because you have no real income ( like with tax already removed ), from it. Many veterans, people from mental-institutions, and so many people who just do this until they could make up the money and move into a course. I know a veteran down the lane, who was a bus driver ( with a CDL he got through they system ( by some random poster ), and went to a training program.
Their are also many side-job ops that nobody wants to do. Like being a door-to-door sales person of electricity. Where your counter is the electrical company coming back to give you a better deal down the lane.

I am a college educated person, being honest, all I need is time, and somebody actually giving a damn about what I study. Not people ignoring me wishing for a magical effort of an empty persons soul.
Lets say all of those things fail. They put you into one of two resolutions.
A. Into a City Agency at the lowest level doing maintenance ( lot more difficult then it sounds )
B. You go on random interview from random job agencies that literally discriminates you.

Basically their is no hope, because your going round and round in a circle, and while you could earn real money with real pay out via your effort, and make real comrades via work. Most people ( especially mothers ) do this because
A. They could get a house voucher, via some method. In a city or state.
B. They could get living standard that is not being forced into a shelter system that is better then most.
C. No job will hire them for some reason. They have no criminal record, and is able body .
You know what is sad? I saw some disabled woman who has some sorta sickness coughing who just needed to be inside a home of some sort, looking like she had cancer. I am surrounded by HR morons who do not seem to understand the nature of some of the people that needs to be classed as disabled and give them a job for somebody without legs who do not travels or moves from one spot.

I went to a book store to be a stock-boy. The guy calls me a bank robber.
I asked a random business owner that I did training in if I could use their actuality for a school project. They gave me an indirect threat ( a legal threat in which can not be proven true unless it is recorded ).
I did work for a guy, who did not want me inside at all. He attempted to remove my effort of any work and gave me an indirect threat.
I did work with somebody and they did not want to pay me with money but would rather have sex with me. That and would rather not be Kai HitchHiker.

I tried a summer job which I never got the chance to as a kid. I know why it was not worth it. They wanted me to register with a military even if I had selective service activated already. Why? Because I was over 17? I refused, but again maybe their was communication errors. Point being I should not have to see a an HR guy ( those scum bags burning time doing nothing ).

C. You only know one language.
D. You have no drivers license and need to practice more to pass a test which is rigged against you despite never crashing the car on the test. You have no money. Oh wait nobody wants to hire you because you have no experience.
E. You took up a major and for some reason you discover everybody in the workplace is seen as a type of secretary and your studies is not worth anything unless you do not mind being considered an office-skirt or homosexual. "Where are all the men gone???"
F. Just maybe some of these homeless people are liars and they live good but they do this beggar, thing for a living. AKA "Being homeless is their job". I mean some people are awesome while others just suck.

I went to a pet store with mostly fishes, to get a job. I had some "work experience" and the manager looks at my resume and says I have no experience. Lets ask our selves a question. Do you need a lot experience to change fish tanks, and sweep the floor, to cleaning bird cages? I have owned a dog, fish, cat, bird, and for some reason I get no response at all. Does that make any sense???
My cousin of my same age, graduated in product management. He played football in college, and after he was teaching football in his high-school. He wanted more and was in army reserves, and had a seizure. Could not go back into the military due to that, and worked as a delivery truck driver just to stay near his sister in another state. He tried to go on job interview after job interview for a simple entry level position. I am not going to go into any further because he passed. Why couldn't he get a job in his areas of studies?
A. Because it was meant for a woman?
B. Too much time passed by and did not like him being so far apart from the time he was out of college or was it his age?
C. They do not like him being a vet, or in military, or playing football, or driving a delivery truck???
