That's goofy. Anybody who is ... driving at the speed of public policy that being 10Mph over the speed limit tends to do so NOT in the far right lane but in the subsequent left-hand lanes. Ergo leaving people and slow trucks to drive in the far right lane (if and when the far right lane isn't an exit/offramp only lane).
This is pretty much common knowledge across the 50 states and for the past countless decades.
And no matter what you do, you won't stop the existence of aggravated drivers. You can still get aggressive drivers even if you are driving 10 to 20 MPH above the speed limit.
