1. Is a comma after "Hello" necessary?
2. Is the exclamation mark the correct punctuation?

1. A comma is not necessary.

2. An exclamation point is optional, depending on the type and degree of emphasis called for by the occasion or circumstance. Yes at a political reception, no at a funeral.
