On Feb 16, Fuentes pleaded guilty in an American court to spying on an informant in the US on behalf of the Russian government.

Should it be "informer" instead?

It depends:

An informer is the person revealing confidential information in return for money (usually). So a police informer is an 'insider' in the target organisation secretly helping or working for the police. An informant is someone who sees or witnesses something and reports the matter (to the authorities).

Just like 'defender' and 'defendant' are different.
