If someone gives me something, can I thank them, saying "Thank you. Much appreciated!"?

1. Is "Much appreciated" redundant?
2. Should there be a comma after "saying"?
3. Is the exclamation mark unnecessary?
4. Should it be "Thank you, much appreciated" instead?

Yes, you can say that. The ! is for emphasis so it is up to you. I would put a comma after 'saying'. You can also use 4.
