Now, it’s causing a logjam at clinics and hospitals because many of the thousands testing positive for Covid-19 each day are queuing up to get MCs or medical certificates to hand their employers.
Should it be hand to their employers instead?

Either is acceptable. "To hand" something implies giving or passing it to another.

We would say hand to.
Americans don't seem to require it. A good example is writing a letter. Over here we say I will write to you, but Americans say I will write you.
I you are using UK English I would say hand to.

In addition, I would say 'give', rather than 'hand'. Just a matter of choice, really.
