Reported speech should be enclosed in/by/with /within nverted commas.
Which is the correct preposition? If none, what is the correct preposition?

I believe they are all grammatically acceptable but I prefer 'by' or 'with' because the definition of
enclose is to surround, contain, or confine within a limited area already.
