Come 1st February, I shall be 21 years old.
Why is "come" used instead of "Comes"?

That's a good question. "Comes" is only used with "he, she, it" and one would think February would be an "it" so it should be "Comes".

I don't know, to be honest, but it is definitely "Come" and not "comes". Come morning, I'll make you some pancakes. Maybe it's old English phraseology.

Sorry, T, I just don't know.

In this sentence, "come" is a preposition, not a verb so it does not depend on any noun.
