In a statement to The Straits Times on Tuesday, the Ministry of Education (MOE) said that the man has been suspended from service from February 2020 and is no longer teaching in any school.

Can "the man has been suspended from service since February 2020" be replaced by "the man was suspended from service in February 2000"?

Thanks.

Also, you can remove "from service" as the phrase "is no longer teaching in any school" tells you what he was suspended from.
