Much has been said about our common love for Singapore's hawker centres and local food. But the perennial question for some of us is this: is it okay to chope a table with tissue paper (or the equivalent)?

Would it be wrong to capitalise "is"? Hence, " Is it okay to chope a table..."?

No. You use a Capital when you start a sentence or with proper nouns or some abbreviations, like B.C., or B.C.E., etc.

What what does 'chope a table with tissue paper" mean?

It means "reserve". It indicates that that person will be using that table.
