Does an original and an original copy of a document have the same meaning?

Yes. You can have an "original copy" because in this case the word "copy" means "written material" not a duplicate of that material.

Original is the first version.

Original copy is a copy of that first version. This is accepted for many legal requirements, like deeds, birth certificates and wills.

A "copy" can be be the first version, however. The word "copy" can simply apply to written information.

"The original copy of the Declaration of Independence is located at the National Archives in Washington."
