Unvaccinated people will no longer be able to eat at hawker centre and coffee shops from today.

1. Should it be 'or' instead of "and"?
2. Is "from" the correct word?

From seems fine. I think you could go with "or" or "and". I guess "or" might be technically more correct, but it's debatable.
