What is the purpose of a giveaway on YouTube if no one wants to keep the prize like money?

It's this Lottery Channel where the guy scratches a few tickets at the end for his giveaway and when someone who won the giveaway and the scratch ticket is a winner they always say they want to give the money back to the channel. Like yesterday the person choose to give back a $50 winner. But when I won on one of his giveaways I kept the $45 and the whole chat on his live stream where pretty pissed off including the person that did the live stream so he wasn't happy Paypal the $45 I won through the giveaway.
