Help find song from music video description!

I remember this song from years ago so assuming it was late 90s-2000s but could be later. I can only remember parts of the music video but really want to find the song!!

Okay so here goes…
The main thing i remember is that a giant black male rapper is walking down the street. He leans down to look through an apartment window and there are 3 or 4 girls wearing neon clothes (I remember one had a hat) that are in there twerking.

This is all I can remember but I remember loving this song. Please help if you can!
