Should commas enclose "Helen Lim Hai Hoon, as in sentence 2 or none, as in sentence 1?

Both are correct. Putting the neighbor's name inside of commas places more emphasis on the person but is not strictly necessary. But if using a commas with a proper name, as in the second example, you must use two.
