Should it be "saying that" instead?

The government banned FPI in December, saying it had no legal grounds to operate as a civil organisation and that its activities often violated the law and caused public disorder.

Should it be "saying that" instead of "saying"?

I like it better as is, but I think either would do.

No, it's not necessary, but either way works.

I'm against using excess words wherever possible - they're just clutter to me.

English is a bugger to learn; you're doing very well.
