53-year-old Phoon Chiu Yoke has been arrested on May 25 for breaching Covid-19 measures several times.

Should it be "was arrested" instead?

Use “ has been arrested” if he is still under arrest.

Use “ was arrested” if this happened in the past and the incident is over.
