when does an"Homage" in a film approach outright copying

Saw the Noire "Nightfall" yesterday. I was amazed at how much the Coen Bros lifted from this movie and slapped onto Fargo. Anybody know of any HOmages/ outright copying movies.
I dont mean redoos or symbolism stories like "oh Brother Where art Thou".
