Is the comma after "Jackson" necessary and why?

The comma is not needed. However, context may help.

“Why is Mary running the campaign? It has always been Jackson who
assigns ...”

Or

“ The office coffee suddenly tastes bad. Is someone new making it? It has always been Jackson, the guy who assigns ...”
