The six new community cases reported on Monday linked to the Westgate and Jem cluster means it is now the second-biggest active cluster after the Changi airport cluster.

Should it be "mean" instead as there are more than six cases?

"Mean" is correct. The bracketed phrase is a dependent clause.

I think the first clause would be considered a singular entity.

(it or that) means it ...
