While Deputy Prime Minister Heng Sweet Keat's decision to step aside as Singapore's potential next leader came as a surprise, industrial watchers said it should not rattle investor and business confidence.

Is "potential" redundant? If it isn't, what is the reason?

It is not redundant if there are other candidates who might contest the position. If the Deputy Prime Minister would automatically assume the position you would not need to refer to him as a "potential" next leader (he would be the "expected" next leader) but if the position is competitive it is proper.
