Should it be "in" instead?

Singapore General Hospital is located at Outram Road in the southwestern part of the city centre.

Should it be "in" instead of "at", as "Outram Road is not a complete address.

I can’t talk for America but at is correct in the UK. We would never say somewhere was located in a road, either at or on.
